1. Exim doesn't know the value of $number_of_frozen_messages until it has
gone through the queue, so it can't do anything along the lines you
suggest.
2. I think the point about "xxx is frozen" is just an education problem.
The manual does say that it logs this "when skipping it in a queue run",
so the implication is that it will log every time it skips.
