[EXIM] Exim's GID UID

I recall it was necessary to give Exim's UID and GID in
exim/Local/Makefile before building Exim, but I don't see that in my
Makefile and when I add those two settings, Exim will not start.

Are those settings necessary or does my memory deceive me?
