[EXIM] First beta

I have place the first cut of the code for 2.00 in

ftp://ftp.cus.cam.ac.uk/pub/software/programs/exim/Testing/exim-1.950-beta.tar.gz

and am now working on revising the documentation. Please report any bugs
or infelicities you find in the 1.950 code so that they can get tidied
up before the major release.
