Look in the config.h file that gets built as part of the building
process, to see if your setting of SPOOL_DIRECTORY has actually made it
into there. It would appear that it hasn't for some unexplained reason.
Doublecheck your Local/Makefile. Try deleting config.h and running make
again and then check config.h again.
