[EXIM] One more (small) wish

One more small wish:

Make 8bit characters encoding in log files configurable.
T="\\357\\324\\327\\305\\324" is not very easy to read and in countries that
use non latin-based charsets such subjects (and sometimes rfc822 comments)
are frequent. Of course characters <0x20 should be encoded.
