Exim pays attention only to the first digit of SMTP reply codes. It does
not try to be clever and do different things for different values. 5xx
is a hard error; it can't deliver the message to its recipient. Because
it is a delivery error message, it can't return it to sender either.
Therefore it freezes (though there is an option to cause it to discard).
