Wrong.
Per-recipient VERPs are handled by the MTA. To use VERPs, simply set
your sender address to user@host-@[]; then recipient ruser@rhost will
see a sender address of userruser=rhost@host.
The decision to use VERPs is normally made by qmail-alias. This has
nothing to do with qlist; it works the same way with majordomo et al.
(Per-message VERPs are handled by the MUA, such as qmail-inject, or
MLM, such as ezmlm-send.)
