You *might* be able to do this with a particularly basterdised filter
ruleset, you certainly could do this with procmail or similar post
processing.
However the right way of doing this is to get a set of mailing list
software that handles digests and set that up. Then either put all your
users on a digest version of the list or allow them to select which form
they want.
I think Majordomo & Smartlist support digested lists. I know listproc
does.
