It *should* be able to read the file (unless the .forward is owned by
someone else), or unless the exim config is set otherwise. You need
check_local_user and do not need user in the director description -
something like this:-

dotforward:
no_verify,
driver = forwardfile;
forbid_include = true,
check_local_user = true,
owners = root,
modemask = 022,
file = ${home}/.forward
