Note that TZ is handled separately, by the $%timezone%$ runtime option and
by the TIMEZONE_DEFAULT buildtime option.

Was that meant to be $%timezone%$, with the $ and % characters? Perhaps it
should have written with bold characters. I am not sure about the bold
characters.
