There was a recent thread that's an excellent match, that reported
unexpected by Exim GnuTLS EAGAIN with TLS 1.3.

Which is exactly this. IIRC there's a recent Exim patch, or you
can disable TLS 1.3, or switch to Exim built with OpenSSL.
