ohoh, from Exim's perspective this is quite old

… but, anyway, you distro (Ubuntu you said) tracks backports security
relevant changes. But not function enhancemnts.

If this configuration file doesn't contain x-relay-user (caseless),
then we're quite sure, that Exim does not add this header.

Given, that this is the instance of Exim that is used for mail
transport.

If so, then you should be able to modify the remote_smtp transport
(the name is not fixed, but *this* name is quite common). In case of
daubt, check the log files (/var/log/exim4/mainlog*) for hints about the
transport in use.

The remove_header (ACL) or headers_remove (routers, transports)
can be used to remove the unwanted header, if it is not added by Exim.
