I got a simplified patch privately and landed it. I haven't seen the discussion
here.
I think the code is thread safe, because the value is always changed to the
same value, so even if it runs several times, it has no visible effect except
an unnoticable slowdown during initialization.
I even noticed the code compiles on Linux as well which is a surprise.
