Whether something is expanded depend on where it is used, which
you don't say. The documentation for each option should make it clear.

As for why: it's mostly historical as far as I can see. The
cases that people wanted expanded were catered for. If you've
found some useful case, you could raise a bug requesting it
(or just add info to the general bug that suggests all-or-most
options should be expanded). The devil is probably in the details:
when is it dangerous to expand one?
