If I invoke Exim as non-root (user in admin_groups), then the log-line does not
appear on stderr.

If I invoke Exim as root, then it does.

I'm still puzzling over why this is, but it does suggest that this might not be
a change in behavior, merely of who you're logged in as while testing?
