Just a note: you don't need to run SpamAssassin in German locale to trigger
this bug. Since Spam report contains content preview, it may contain 8-bit
characters really even if you use C or en_US as your locale. Here, I got a spam
mail from Russia today, and my X-Spam-Report ended up looking like this:

X-Spam-Report: Spam detection software, running on the system "SYSTEM",
has identified this incoming email as possible spam. The original
message has been attached to this so you can view it or label
similar future email. If you have any questions, see
the administrator of that system for details.
