This is slightly of topic for exim list.

Hotmail is one of the worse hosters out there. They are spreading spam
all over but block you for no reason or block full net ranges of
hosters with no way to contact them or to get you out of the list. You
cannot even send them mails to postmaster as they also block them.

My own host which is part of hetzner network is blocked for no reasons.
Contrasting hotmail, I do not send spam and my mail server is not
aggressive. NOC-lists are full of complains against hotmail.

So the best you can do is to ignore that (sorry for that word, but in
this case it is a match) morons from hotmail and tell your
customers/friends/whoever to not use mail from hotmail.

That mail hoster has to die! Unfortunately it is microsoft behind it.
But this is part of the problem.
