The design only expects you to be using a commandline spec for ports if
you're going to be starting several separate instances, so using a default
pidfile would be bad. You can specify explicit pidfiles, using -oP.
Or you can, in the single-instance case, specify your set of ports within
the config rather than on the commandline.

Working as designed; not a bug.
