[pcre-dev] Update PCRE Homepage 8.37 -> 8.38

Hi all,

the page

http://pcre.org/

lists version 8.37 as the current legacy version. Please update to 8.38,
otherwise most people who use the legacy branch won't notice your
november release (as I did until I accidentally had a look at the
download directory).
