If you are using a Dovecot (or whatever) specific storage, like mdbox,
then you obviously have to use its delivery agent. Also true if you want
to correctly support IMAP-IDLE with Dovecot.

My opinion: if you use a delivery agent or LMTP to deliver the mail to
the storage area, then that program should handle the quota and not
Exim, since the quota values might be stored in a different way, other
than the Maildir++ maildirsize file.
But as always, it all depends on your local setup and there are multiple
ways to do things.
