An alternate view might be that it's a bug in the resolver library for not
putting a reasonable timeout on a TCP lookup they way it does for a UDP one
(which seems to do something like 5 seconds, 3 tries by default on my system).
The current Exim coding assumes a synchronous service from the resolver
library,
including returned indications of timeout.
