May be something like this could do:

    acl_check_data:


        deny    message = duplicate ($sender_rate)
                ratelimit = 1.1/1000w/strict/${sha1:$h_date:$h_subject:$h_message_id:}
        accept



The list of headers should be adapted to your idea about what
is a dup.
