[pcre-dev] New API proposal revision

I have made some more changes to the proposal for a new API in the light
of comments made about the previous version. The current proposal is
here:

There is a list of major changes at the front and all changes are marked
by change bars. It may soon be possible to start work on actually
implementing this. :-)
