If the config filename ends with .conf, conf-mode is automatically invoked.
If not, place either of these, depending on preference, in the first line
of the config file:
# -*- conf -*-
# -*- shell-script -*-
Debian/Ubuntu admins would need to do this in every file if they have
elected to use split-config.
