How about changing this so that there is an option to continue accepting a
message after exceeding the size limits - ideally selectable for submission
mode only - but the excess of the message are discarded, which protects against
a disk space eating attack and also breaks the sent message in a way that is
obvious and gives the sender no advantage in doing this.
So we are gobbling and discarding oversized (excess only) of messages.
