Badly behaved clients are not 'rewarded' since it's the assumption that people
using this setting will also be rejecting oversized mail using the system
filter (the way I have implemented it in my setup).
This patch provides a way to limit the bad behaviour of these bad clients (no
retransmits) without penalising good clients (not possible to achieve without
the patch).
