Since every outbound mail is inbound from somwhere (even if it's
127.0.0.1) why not put your spam checking, your own version of

deny    message       = rejected because $sender_host_address is in a black list at
$dnslist_domain\n$dnslist_text
         dnslists      = zen.spamhaus.org : sbl.spamhaus.org>  


immediately after

acl_check_rcpt:

and before any further testing
That will check everything, including mail from 127.0.0.1
