I think, although this is from memory, that DKIM in 4.71 is not
compiled in by default (its an experimental feature then). However
you will need to check what has been built into your build

If you run
    exim -bV
that will tell you what is built into your version of Exim, ie
there should be a line like:-
  Support for: crypteq iconv() IPv6 OpenSSL move_frozen_messages Content_Scanning DKIM Old_Demime


which will contain DKIM if that feature is enabled.

In any case, if using 4.71 and DKIM, check that recent security updates
have been applied (see the release announcement for 4.76 on exim-announce).
If it is an exim binary built by Ubuntu's packages, check that the compile
date is in May 2011.
