Thanks. I experimented and added in ACL RCPT

warn    add_header    = X-testing-1:  $local_part@$domain


and the original RCPT value has been saved.

I was wrong about this 'earliest' opportunity. Headers can be added in
ACL RCPT.

The flag I am using is 'T' to change only the SMTP destination.
