[First apologies for being overly snippy in my previous comment. I'm currently
laid up and in a reasonable degree of pain so can tend to over react under
circumstances]

Although HELO before FROM/RCPT is required, we still need to interoperate with
a ton of embedded devices (ie print servers, routers), and MUAs all written by
people who are probably unaware that RFCs exist.

For this reason we need to be able to accept without HELO even if by default we
prevent this. The question then is should this be done in the default
configuration (and people are meant to be working on best practice configs).
