Only significance was that you should run local tests to ascertain if the
network was problematic between *your* incoming and *your* server.

(As you have done.)

I'm in Hong Kong, so would *expect* less than stellar end-to-end.

OOH, I traceroute to my old ISP in Zurich in 40% the hops and half the time it
takes to (fail to) reach your server.

IOW - worth checking now and then... you won't always get the same routing twice
running, let alone a week apart.

OK. Two items seem to be ruled out.

Our Exim has MAXSIZE set at 800 MB, but tests OK up to about 2 GB.

Sounds insane, but folks *will* attach a whole collection of high-res digital
camera images, or copier/scanner files and exceed that in a New York minute.

More details I cannot help with..

Both Cox and Charter have been hard-blacklisted here for ages.....
