[exim] ratelimit - acl question

I have been testing ratelimiting for a while now and I have a question.
It seems my ability to take action is limited.
I would like to do something like :

warn ratelimit = 500 / 12h / leaky / per_rcpt / $sender_address
log_message = Local senders rcpt rate limit ( $sender_address ) exceeds \
$sender_rate per $sender_rate_period
then
Magic Code that "Accepts but freezes or otherwise delays delivery"
############

Once this is done we can go in and either deliver it or bitbucket it.
I would like to use this in the war against spammers and compromised accounts.

Is this possible? Seems like my choices are deny,drop,reject , defer
(same as reject?)or accept.
