[exim] Help with Exim filters, routers and transports

I am trying to take advantage of Exim filters to move incoming messages around
to specific folders on my IMAP server and/or to send a duplicate message off
to someone that might need it. I have the delivery part working just fine,
but I can't seem to save the file into the specific folder.

Here is my .forward file:

Here is my router that I am using and it is the very first router declared:
