Hello Phil

After specifying in Local/Makefile

HAVE_ICONV=yes
CFLAGS=-O -I/usr/include
EXTRALIBS_EXIM=-L/usr/lib -liconv

(all three were specified before, actually) and executing

make clean ; make makefile ; make

exim binary was successfully built.
