Each ACL clause can accept or reject an SMTP command, or pass on to the
next clause. Because ACLs relate directly to SMTP commands, you need to
understand the basics of SMTP: the client sends the MAIL and RCPT
commands, which Exim's ACLs accept or deny; then the client sends the
DATA, which Exim's ACLs accpet or deny; then Exim delivers the message.
The routers are run (a) if an ACL does a verify = sender or verify =
recipient, and (b) when Exim is working out where to deliver the message.
