If you don't expect a lot of user growth, then keeping messages in the
homedir and keeping auth info in /etc/shadow would probably be easier.
But if you expect user growth (as in the number of users), then you
would probably want to keep the setup 'virtual'. It would make for
easier administration in the long run.
