There is already code in there to retain root with -C when Exim is
running in its test harness, so it should be straightforward to see what
is needed.

But ... David said he first set this up 6 years ago. Exim has evolved a
lot in 6 years. Are the reasons you needed to run two different
configurations still valid? (For example, it can now listen on multiple
ports, some with "TLS-on-startup-without-STARTTLS" and some not,
something that it didn't used to be able to do.)
