Check the hardware. Most likely you have an overheating CPU (check
cooling), a faulty CPU (if it's an SMP machine, remove one/the other and
see if it stabilises), or faulty RAM.

I think Exim is only exposing the issue (rather than causing it) by
hitting the CPU and RAM when busy.
