If you decided to fight spam so strongly, try using SPF first
(http://www.openspf.org/) - this is less restrictive/more effective thing.
You may check MAIL FROM by SPF. If some host does not have SPF record,
you can check if server host is close enough to MAIL FROM domain's A/24
or MX/24 records. If not - try to hard limit this sender (1 message
per session, not more than 1 RCPT TO, not faster than 1 connect for
5 minutes).

This will lead you to probably less problems than HTML and attachment
filtering.

Anyway, be awared that you'll probably get many fake positives
using such strong filtering policy and rejecting (not just limiting)
messages.
