how about putting a defer router in front of the router which does the
work?

defer_during_workinghours:
driver = manualroute
domains = complianceinternet.co.uk
condition = ${if match {$tod_log} {\N^....-..-.. (0[89]|1.):\N}}
route_data = 127.0.0.1 byname
self = defer
verify = false

untested.

remember to set errors_to to "" in the unseen router to avoid delayed
delivery warnings.
