Shouldn't all current exim-users subscribers have an interest in future
versions (real, but perhaps not perceived)? If so, functional requirements
could be discussed on -users, while discussion about the realisation of those
requirements could be diverted to -dev.

A dedicated list may still be a good idea, but I think there should still be
two "levels".
