How can you decide if it is reasonable to expect a retry to succeed?

You can't and the receiving side cannot make a decision that's always
correct either, but has more knowledge of the user's behaviour, for
example if the userhas not accessed the mailbox via POP or IMAP for a
given time. So the receiving MTA surely is in a better position to
make a decision.
