I have now committed a patch to the code the makes
exim -q15m -Rff some.thing
do what you probably expect; that is, every 15 minutes it runs
exim -Rff some.thing
(Well actually, because of the way it works, it runs
exim -qff -R some.thing
but that has the same effect.)
