Which phase of the smtp sequence is carrying your (require) verify = recipients
acl test?

Yes. Earliest is in RECPT_TO, as the addressee(s) is/are not yet known in
CONNECT or HELO.

Are you even making the test? Or just letting the router/transports fail the
delivery phase?
