There are different ACLs right? And ALL the ACLs have to be "passed"
before the message gets accepted.

Once the messsage gets accepted (ACLs are no longer in play) it gets
processed by which ever router it falls under

The ACLs i was using "acl_check_data" - Is this the "last" ACL before
the message gets accepted?

It doesn't sound like you've used brightmail and exim yet, brightmail
does not physically alter the mail in any way (if used as described in
the experimental doc) - You "alter" the mail by means of ie.
"header_add" statements in the router section.
