I'd do this differently, with a domainlist and two routers as follows:

# This lists the domains whose email is routed directly to the host with
# the same name as the domain. You can use a lookup in the domainlist if
# it gets long.

domainlist fido_direct_domains = *.f149.n5005.z2.fidonet.org :\
                                 *.f49.n5005.z2.fidonet.org


# ...

# directly routed fidonet domains

fido_direct:
driver = manualroute
domains = +fido_direct_domains
route_data = $domain
transport = ifmail

# default route for fidonet domains

fido_default:
driver = manualroute
domains = *.fidonet.org
route_data = f14.n5005.z2.fidonet.org
transport = ifmail
