That seems to depend - e.g:
nmap 192.168.1/24 actually scans 192.168.0.0/24

I don't know what's the point of the 1 - it seems to be ignored. At
least, on Linux. Trying the same on Solaris the 1 *is* obeyed - ie. it
scans 192.168.1.0/24 !
Sorry not enough time to figure out why this is.
