I see two other possibilities. Your ISP has a generic PTR record
corresponding to your IP address:

27.191.131.203.in-addr.arpa. PTR adsl-131.191.27.info.com.ph.

But adsl-131.191.27.info.com.ph does not have a corresponding A
record. Contrary to what the web page says, Yahoo may be rejecting
you for failing a IP->name->same IP test. You'd need to get your ISP
to fix this, either by creating the necessary A for thier generic
name, or preferably by putting your actual hostname on the PTR
record.

Another possibility, which seems unlikely to me, is that you are
being rejected because 203.131.191.27 is listed in the five-ten
DNSBL: <http://www.five-ten-sg.com/blackhole.php?203.131.191.27>
