This is obviously not possible.
To forward mail to the Exchange server, you need to accept them in the first
place.
However, once accepted, you cannot reject a mail.
Exspecially the FinalExim instance cannot reject that mail (the way you
propably want it to).

If the mail is passed to the FinalExim instance by Exch2, and FinalExim
rejects, Exch2 needs to decide what to do with it.

As others pointed out, try to get the correct Exchange server location by
querying AD and if none exists, reject at Exim1.
