That's like saying 'A large number of Apache web servers are hosting illegal
content', and blaming the Apache foundation for not preventing it. As you
well know, Exim allows all kinds of configuration which would break various
RFCs and/or conventions.
If you have a problem with a site's policy, take it up with the humans who
control the policy, not the tools they use to do it with.
